to plea the case with lawmakers.

Greetings --

People have emailed me that some legislators are telling them they have

trouble

voting for HB 2189, Senate Amendment 1 (restoring $430 million of budget

cuts)

because, " where does the money come from? "

Remember that the House budget is built on a revenue estimate for next year

that

is over $1 billion lower than the Senate's, which is based on the estimate

of

COGFA, the bi-partisan budget estimating office that has an excellent

forecasting record. Remember, too, that COGFA recently announced that the

economy (and therefore the revenue system) is performing better than they

anticipated at the time they made the estimate that the Senate relied on.

So, here's where you can say the money comes from: " This is based on a

compromise revenue estimate for next year. It is closer to the House's

original

estimate, but we now know the revenue system is performing better than

expected,

so its reasonable for the House to adjust somewhat towards the Senate. We

should not be making unnecessary cuts to vital programs. "
