The following language is taken from the States Position Description. Subject to management approval, serves as Director of the Division of Developmental Disabilities. Formulates programs and program policies which impact and control State operated and Community based facilities and programs, directs and establishes standards of service for Department recipients and community based services; directs the examination of service trends and policy options designed to address current and future service system needs and methods to address such needs; facilitates the development and application of new concepts for professional care and treatment of persons with developmental disabilities. SPECIFICALLY: 1. Acts as a policy-making official; participates in determining DHS policy which fixes objectives or states principles to control actions toward operating objectives in DHS. Formulates and implements policy for the total management process of the Division, which has a statewide impact. Participates in planning and programming agency activities mandated by legislation, regulations and the Secretary. Acts authoritatively on policy-making issues impacting agency management and statewide agency operations. Establishes policies utilized in implementation and maintenance of programs; confers with the Secretary and administrative staff on feasibility of recommended policies; interprets new legislation and administrative policies and procedures. 2. Directs, coordinates and reviews the activities of operational and program personnel through subordinate managers. Serves as full-line supervisor; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; adjusts first level grievances; effectively recommends and imposes discipline, up to and including discharge; prepares and signs performance evaluations; determines and recommends staffing needs. 3. Formulates operating programs and policies and designs work for subordinate administrators; directs operational methods within a changing policy, fiscal and legal climates. Directs the development and implementation of various evaluative procedures to assess the effectiveness of various service system program components; develops strategies and options to modify the service system; coordinates implementing the development, improvement or expansion of residential and community based programs. 4. Establishes programmatic standards of service for developmental disability services and programs, both state operated and community funded; cooperates with other state regulatory entities and services as the Departments liaison with national accreditation bodies. Directs the analysis of funding patterns and contributes to financial and budget planning effort with other Administrators by recommending program funding priorities and advising on resource allocation among problem areas and geographic regions/planning area. Provides general advice and direction in the development of the annual budget process and specified direction regarding the incorporation of developmental disability issues. 5. Directs and coordinates the provision of individual client services under the Departments purchase or care program which includes client eligibility determination, resource utilization and consultation to community services providers develops and directs the provision of technical assistance to state operated and community programs; monitors program audits to determine compliance with federal and state regulations governing funding and certification criteria; directs activities related to network Coordinators and Facilitators implementation and coordination of Department-funded services. Requires knowledge, skill and mental developmental equivalent to completion of four years college with significant course work in rehabilitation, social welfare, social work or a closely-related human services field. Requires four years of progressively responsible managerial/administrative experience in a developmental disability or related field. Requires ability to effectively communicate. Requires thorough knowledge of public and business administration principles and practices. Requires thorough knowledge of programs, service objectives, activities and operational systems of DHS.
