Also note Page 6 where it addresses other payments that are not taxable. Other Payments: Benefit payments from a public welfare fund. I do believe that Medicaid and the home based waiver funds are considered public welfare funds. This could mean that these funds are not considered 'self support' from the child. Any questions you have on this should be addressed to your professional tax preparer.
