THE STATE JOURNAL-REGISTER Posted Jan 06, 2011 @ 01:24 PM Last update Jan 06, 2011 @ 01:39 PM Democratic leaders may be edging closer to a plan that will raise the states income tax. House Speaker Madigan, D-Chicago, left a three-hour closed door meeting with Gov. Pat Quinn and Senate President Cullerton, D-Chicago, indicating they had focused on a proposal that will be presented to rank-and-file lawmakers soon. We have a more specific plan, Madigan said. Well see what they say and then if they have reactions, then well go back and make adjustments. Madigan would not talk about specifics. In recent days, the three have talked about a plan to raise the state income tax rate by 2.25 or 2.5 percentage points from the current 3 percent. Two points of that would be used to pay down the states mountain of backlogged bills and possibly provide some property tax relief. The remainder would be used to pay off $14 billion of bonds Quinn wants to float to also use against the states debt. Cullerton has said any movement on an income tax hike must start in the House because the Senate already approved a bill in 2009 calling for raising the personal income tax rate from 3 percent to 5 percent.
