Arc Update and Outcomes for DD Services

Leaders in The Arc:

Last Thursday, Phil and I met with Jack Lavin the Governors Chief of Staff and

Gelder, the Governors Senior Advisor of Health Policy. Our discussion

was about cuts to disability services and outcomes for developmental disability

services. We expressed our concerns about the administrations spending on

institutional services at the expense of community services. It was a very

productive meeting.

On Friday, Phil and I met with Senator Steans. Senator Steans is the

Chairperson of the Senate Appropriations Committee for Human Services. This

discussion centered on necessary spending for community services in the new

state budget for next year. We also talked about outcomes and the Integrated

Care Pilot. Senator Steans is a strong supporter of community services and

understands our needs.

We know this year that the House and Senate Appropriations Committees are

going to play a larger role in developing the new state budget for Fiscal Year

2012. We also know that there will be a great emphasis on funding for outcomes

What follows are some of the outcomes Phil and I have been discussing with the

administration and legislators for developmental disability services.

I ask you to assist me in adding to this list as legislators continue to look

at funding for outcomes. I believe we need to bringing our recommendations to

the discussions rather than having outcomes forced upon us. Let me know your

thoughts.

Today, it is back to Chicago for further discussions on ICFDD and SNFPeds

reform legislation.

Outcomes for Developmental Disabilities

1.. De-institutionalization of individuals out of Specialized Nursing

Facilities for Pediatrics, ICFDDs and State Operated Facilities.

2.. Preventing institutionalization.

3.. Incentivize specialized services for individuals with developmental

disabilities and behavioral health conditions.

4.. Incentivize specialized services for individuals with developmental

disabilities and special health care needs.

5.. Incentivize services that are delivered in natural settings.

6.. Incentivize services that result in employment of individuals with

developmental disabilities.

7.. Incentivize best practice preventive health care.

8.. Incentivize reduction of emergency room care.

Here are the suggestions for outcomes that I sent to Tony and Phil:

There are two ways to think about outcomes:

If you use the DD Act: increased independence, productivity and community

integration/inclusion would be the main goals.

If you focus on the ADA: equality of opportunity, independent living, economic

self-sufficiency and full participation would be the main goals.

There are methods and tools to measure these goals...I don't have them at my

fingertips but I know where I can get them...
