Arc and Cuts to DD Community Services The Arc of Illinois February 22, 2011 Leaders in The Arc: This afternoon, advocates got an update on the proposed $14 million in cuts to the Division of Developmental Disabilities for Fiscal Year 2011. Those cuts are to non-Medicaid funded grants and the cuts are targeted to commence on April 1, 2011. The remainder of the cuts to Medicaid funded services will be made beginning July 1, 2011. Total cuts to the Division of Developmental Disabilities for Fiscal Year 2012 are estimated at $76 million. Attached is a spreadsheet on the proposed cuts. At this time, the 6% Medicaid reduction does not apply to Program 500 or PAS. It is my understanding that even if a borrowing bill is passed, the cuts for Fiscal Year 2011 will take place. The most likely way to avoid these cuts is for legislators to pass a supplemental appropriations bill for Fiscal Year 2011. If your services are funded by Medicaid, say for example, you receive Adult Home-Based Services, you have the right to file an appeal under Medicaid law if your services are reduced in your service plan. You do not have the right to file an appeal simply for a rate reduction. The rate reduction must be linked to service reductions to your service plan.
