Arc and Managed Care Reform Legislation

Leaders in The Arc:

Happy New Year!

Attached is the Medicaid Reform legislation the House and Senate Special

Committees have drafted. It is likely to change but I would like to hear your

comments especially on the long term care and integrated care provisions.

Also within this legislation there are sections on parental fees, elimination of

the 2% interest delayed payments, eligibility and much more.

As we did a quick review of the bill. We believe all underlined text is new

language. Some of this new language represents old ideas that continue to

surface (tightening eligibility and residency verification, anti-fraud

procedures and collecting copayments, for example). We should keep in mind that

part of the reason for this is to gain votes on a tax increase and other fiscal

measures, which we desperately need. We have some questions about the

prohibition on new expansion and what would and what would not be considered

new.
