" lists goals of IL's DD Services. The goal of increasing the number of people with disabilities who receive HCBS Waiver services is important for any community based solutions. It seems that managed care for Medicaid is coming to IL - the pilot that will begin in January 2011 is for Medicaid recipients in suburban Cook and collar counties. The rationale I heard for beginning here is the critical mass of people. Controlling Medicaid costs will be necessary for our next governor, so we may well expect more managed care state-wide. I think a critical piece of our advocacy with legislators should be around this important state DD goal -- more people receiving Waiver services .. AND with a dollar amount to provide adequate supports. Medicaid funds come from both the federal and state governments, so we still must persuade legislators that supports in the community result not only in savings, but in better quality of life. Deinstitutionalization without community supports is only dumping (See Indiana example). The Home-Host model sounds like one that has worked pretty well for a friend's son in Colorado. ton, too, has a model that works without the organization receiving state funds: the Center for Independent Futures (www.independentfutures.com and 847.328.2044).  Participants like my son receive public benefits (SSI, HCBS, etc) which can be used to pay for supportive services. I know that the director, Jane Doyle, has presented to parent groups in other communities that have adopted the model and would be glad to do so with interested families.
