Even though I have never testified before a committee, I knew that it HR 720 was called, I would be there. When Representative Jim Durkin (82nd District) submitted the Resolution, I pledged to support his effort. HR 720 urges Governor Quinn to reconsider Executive Order 09-15 because the Illinois House of Representatives believes that an objective reconsideration would lead to EO 09-15 being withdrawn. House Resolution 720 is scheduled to be called in State Government Administration Committee Wednesday, April 21, 2010 2:00 PM Room 114 Capitol Building Springfield, IL Will you come? Or can you send me written testimony to print out and bring? Will you please call your Representative in Springfield and tell them when HR720 is being called and ask them to do what they can to show support? Tell them why this is so important. · In October 2009, an overwhelming 66% voted against union representation thanks to families who mobilized and conducted intensive education efforts. Neither union seeking representation received 20% of the vote. The certified vote count was: SEIU 293 votes, AFSCME 220 votes and NO UNION representation received 1018 votes. · Despite this clear choice, a union can file for an election to represent this unique group every year because Executive Order 15 does not expire. Guest guest Posted April 23, 2010 Report Share Posted April 23, 2010 and all  The vote essentially went along party lines - the Dems as the vote reflects buried this in committee.  BUT far more interesting was SEIU felt enough heat coming on HR 720 that they felt so much heat that SEIU rallied, I suspect, every public sector employee union statewide to file an appearance to oppose HR 720. Even the Firefighters, most notable, filed an appearance to oppose the resolution.  My hat is off with deep appreciation and heartfelt thanks to Don Moss for filing an appearance in support of HR 720.  If you get a minute, email Tony P at the Arc and simply ask him why he was in the hearing room but failed to file an appearance? I thought the Arc was a parent / persons with disability advocacy agency, I must have been mistaken?  The battleground now shifts to federal court as the Governor and the unions are served with the complaint and summons.  According to attorneys I have had conversation with, Judge Epstein's ruling says in Cook County, the consumer is the private employer -- not the State.  If the unions attempt to organize, as I am sure they will over the summer / late fall under the existing Executive Order, please advise Ellen, Pam or me as soon as they knock on your door!  Thanks for asking! Humbly grateful to be your companion on the journey... I was very disappointed to witness the power that SEIU wields over our lawmakers. The Chair and Vice Chair excused themselves right before our HR 720 was called. Then so did 3 other members. It seemed they didn't want to be there for the vote. One representative left but casted her NO vote seconds before we were called to testify. She came back while we were still seated at the table, rolled her eyes and left again. There were a few Committee members who were very supportive. Some who wouldn't even look at me. It was a bittersweet experience. I was proud to be actively participating in our state's legislative process but saddened to see that the fear and submission that SEIU commands. The movies make folks think that committee hearings are done with legislators sitting and paying rapt attention. Doesn't happen that way. If no one on the committee is your legislator, find folks in their district who have powerful stories, and get those folks to their legislators b4 the hearings. I was very disappointed to witness the power that SEIU wields over our lawmakers. The Chair and Vice Chair excused themselves right before our HR 720 was called. Then so did 3 other members. It seemed they didn't want to be there for the vote. One representative left but casted her NO vote seconds before we were called to testify. She came back while we were still seated at the table, rolled her eyes and left again. There were a few Committee members who were very supportive. Some who wouldn't even look at me. It was a bittersweet experience. I was proud to be actively participating in our state's legislative process but saddened to see that the fear and submission that SEIU commands.
