Tony will review the objectives of the conference and give updates on State and

National

Affairs.

4:00 - 5:00 p.m. - Panel reaction. Includes time for audience participation,

questions and answers.

Today's Executives are faced with many critical challenges and changes like we

have never witnessed before. The Governor is proposing that we move to a

Managed Care System, long-term grant services may be radically changed or

eliminated,

and payment delays are at record levels. One thing that we can count on is

that change in disability services/supports will occur. In this interactive

session we

will look at the elements of change and focus on our challenges and

opportunities.

We will also explore bringing back the passion in our lives for inclusion and

community.

Al Condeluci, Ph.D., is the CEO of UCP/CLASS of Pittsburgh and lives our

issues daily. He is the author of many books on management and disability in

addition to being a national speaker.

ABOUT THE PRESENTERS

Al Condeluci, Ph.D.

Al Condeluci, Ph.D., has been an advocate and catalyst for

building community capacities and understanding culture since

1970. Born and raised in the steel town of Pittsburgh, PA, still

making his home there, Al received his Bachelors Degree in

Psychology from Youngstown State University and his Masters in

Social Work and Ph.D. in Education from the University of Pittsburgh.

Since 1973, he has worked as an attendant, caseworker,

advocate, planner, program director and now, CEO of his organization,

UCP/CLASS. UCP/CLASS has created a family of corporations

and is dedicated to its mission - " working towards a community

where each belongs. " UCP/CLASS, under Al's leadership,

has grown to become the 3rd largest disability specific

agency in Western PA (with a new office in Erie, PA) with a

budget of $32 million and a staff and payroll complement of 700.

UCP/CLASS was listed in the 50 " Best Places to Work " in Allegheny

County, PA in 2007. Through Al's efforts, UCP/CLASS is

" empowering people…building communities. " Along with his

work at UCP/CLASS, Al is associated with the University of Pittsburgh's

School of Social Work and School of Health and Rehabilitation

Science and University Graduate School

of Business. In these academic roles Al teaches, supervises

students, and serves as advisor and consultant.

Secretary Saddler

Saddler is the newly-appointed Secretary of the Illinois Department of

Human Services. Secretary Saddler's past experience includes Vice

President for International Adoptions, Lifelink Corporation from 2007– 2009;

Executive Director, Illinois Metropolitan Investment Fund from 1998-

2007; Executive Vice-President, MidAmerica Leadership Foundation/World Vision

from 1995-1997; and Manager in Cash Management and Budgeting,

Government Finance Officers Association of the United States and Canada from

1987-1991.

has been a guest lecturer at the Illinois Institute of Technology and

Northwestern University and has earned the Award for Distinguished

Community Service from the Princeton Club of Chicago in 2002, as well as

numerous other honors and awards.

is a graduate of Northwestern University, J.L. Kellogg Graduate School

of Management, Master of Management Austin Scholar.

received her B.A. from Princeton University, Woodrow School of Public and

International Affairs.

Promotion Research; the

Tamar Heller, Ph.D.

Tamar Heller, Ph.D., Professor, is Head of the Department of Disability and

Human Development, University of Illinois at Chicago and director of its

University

Center of Excellence in Developmental Disabilities for the State of Illinois.

She also directs the Rehabilitation Research and Training Center on Aging

with Developmental Disabilities and projects on family support and health

promotion

interventions for individuals with disabilities. One of these projects is the

Special Olympics Research Collaborating Center.

Dr. Heller has written over 150 publications and presented numerous papers at

major conferences on family support interventions and policies,

selfdetermination,

health promotion, and aging of people with developmental disabilities.

She has co-edited and co-written four books and edited special issues

of Technology and Disability, American Journal on Mental Retardation, Journal

of Policy and Practice in Intellectual Disabilities, and Family Relations.

She is the current President of the Board of the Association of University

Centers

on Disabilities. As a co-founder of the national Sibling Leadership Network,

she is a member of its steering committee. Her awards include the 2009 Autism

Ally for Public Policy Award of The Arc/The Autism Program of Illinois; the

2008 Lifetime Research Achievement Award; International Association for the

Scientific Study of Intellectual Disabilities; Special Interest Group on Aging

and

Intellectual Disabilities; and the 2009 Community Partner Award of Community

Support Services. In 2005 she was a delegate to the White House Conference

on Aging.
