The Arc of Michigan is different from the Arc of IL because the Arc of Michigan is strictly an advocacy organization. The Arc of IL has chapters across the state that are agencies who provide services. Any agency in IL that provides any services related to the Home-Based Support Services Program has been notified by the State (Central Management Services and DHS) to strictly limit all of the communication to the election to the Executive Order. Any agency who dares speak up at all – risks their DHS contracts!!!! Both SEIU and ASCME have long, rich histories of suing organizations for violating an unfair labor practice. We are alone. IL’s disability community agencies are tied into the state funding stream or already has employees who are unionized – they cannot jeopardize their entire organizations funding with DHS or costly court battles. SEIU has been able to catapult through a loophole and drag Access Living with them. That’s why SEIU sent all personal support workers a letter from Access Living’s President/CEO, Marca Bristo. When the state issued the gag orders to the very people we rely on to help us navigate and interpret the complexities of IL's Medicaid waiver programs - the State left us alone. There is no one who, after receiving the gag orders, willing to discuss the union election. I'm not saying they can't encourage us to vote for either union or no union - I am saying our agency facilitators cannot provide us with ANY information - no accurate, neutral information. Nothing. It's not okay. I feel as if the State of IL is on the side of the union. Muskegon County just told Blue Lake Township if you need road signs... do them yourself -- NO $$$...  The Illinois General Assembly is just about to start the veto session... fasten your seat belt as I am afraid and concerned of what will happen at many different levels!  Folks, there is a $1.6 million dollar pay day for either union if they win that consumers all get to pay for with our limited state funding... Why are you surprised about them pulling out all the stops to get there....  State $$$ direct to unions from our kids wallets.  If the State added $1.6 to the 2000 kids that could buy a lot of OT, PT, Speech, Day Programs, Transportation and more....  Besides, how are Acorn and SEIU related ?  I just can not stop laughing or I would cry at the rumor that union representatives are talking to folks about vacation pay. Some folks think this is good. Sounds great, right?  Guess where that will come from... yup, if the State negotiates that into the contract, you guessed it -- consumers have to pay it from existing funds !  Imagine...your family is just making it all work but now with no increase in state funding you have to pay vacation to all of your kid's  psw folks... Ya know that program you work so hard to piece together for your child --- a major hole just got blown in it as you now have less flexibility as you now have to pay vacation!  I thought I read on this list here that 52% of psw folks are not related to the consumer they serve... Besides IPADD is there any group in Il. that has publically takena position that independence ie no union is the way family members/psw want to go and support that position. It is certainly a lonely position right now. Our daughter ( she has Down syndrome) is the Buddy Director along with a, her best buddy, who is the College Buddy Director at Benedictine.They would like to put the word out that they are seeking new members for the Benedictine chapter. Added all together. In Michigan, personal support workers are called Home Help providers. All are unionized with SEIU. Who Provides the Services? Home Help Consumers employ thier own providers. Providers are not employed by DHS or the State of Michigan. Providers may be friends, relatives, neighbors, or employees of home help agencies. A Consumer's spouse, or a parent caring for a child under 18, cannot be paid by DHS. Some DHS offices keep lists of people willing to perform these services. How Much Are Providers Paid ? The DHS worker, with the Consumer and Provider, will decide how much help the Consumer needs every month. This is based on the Consumer's physical and mental condition and home situation. The worker may then use a reasonable time schedule to see how many hours can be allowed for each needed service.
