thank the sponsors for their hard work and the members of the General Assembly

for passing this bill. Furthermore, I recognize that many advocates and members

of the General Assembly have fought long and hard for this change.

This bill will ensure that reimbursement funds from the Federal Matching

Assistance Percentage within the Community Mental Health Medicaid Trust Fund and

the Community Developmental Disabilities Trust Fund are reinvested into care and

services for persons with developmental disabilities and mental health issues.

House Bill 758 is to be effective upon becoming law. However, during this period

of unprecedented financial strain, any legislation that prevents funds from

going into the General Revenue Fund (GRF) will pose grave problems for the

State's immediate fiscal condition. There is simply no other way for the state

to make up the lost GRF revenue at this time. Accordingly, I am recommending

that the effective date of this bill be changed to July 1, 2012, in order to

allow the state time to improve its financial health.

Therefore, pursuant to Article IV, Section 9(e) of the Illinois Constitution of

1970, I hereby return House Bill 758, entitled " AN ACT concerning State

government. " , with the following specific recommendation for change:

on page 6, line 10, by replacing " upon " with " July 1, 2012. " ; and

on page 6, by deleting line 11.

Not sure what he did is legal with the Federal government. Can they spend money

that is specific to spend on people with disabilities? Any body contacted the

feds?

books on the backs of people wiht disabilities. There must be someong out

there who know exactly how much federal money ...this is, hmm 700, milllion

I think I had heard we have not only great voting powekr, and dont know it,

we also apparently have great financial power. Seems like no politician is

on our side.

Not that honesty is a real hallmark of Illinois state politics, but I am

guessing the Governor has some discretion in how medicaid matching funds are

used. Does anyone out there know for sure???

Hello everyone,

I will try to respond to the concerns about Medicaid matching funds and how

Medicaid works.

This has nothing to do with Illinois politics and honesty.  The way that

Medicaid (Title XIX of the Social Security Act, which was enacted as health

insurance and nursing home services for individuals of low income in 1965 as

part of Lyndon 's Great Society) works is as follows:

1.  The annual rate of the financial match is set by a formula based on

population, per-capita income and several other factors.  Illinois currently

receives  50% match as do many other states.  Some states receive a higher

match.  Under the stimulus bill, the matching rate for Illinois from last fall

until December 31, 2010 is 60%.

2.  Each state develops a Medicaid state plan which contains both mandatory and

optional eligibility populations as well both mandatory and optional services. 

No two state Medicaid plans are the same and the states have great discretion in

the Community Developmental Disabilities Trust Fund are reinvested into care and

services for persons with developmental disabilities and mental health issues.

House Bill 758 is to be effective upon becoming law. However, during this period

of unprecedented financial strain, any legislation that prevents funds from

going into the General Revenue Fund (GRF) will pose grave problems for the

State's immediate fiscal condition. There is simply no other way for the state

to make up the lost GRF revenue at this time. Accordingly, I am recommending

that the effective date of this bill be changed to July 1, 2012, in order to

allow the state time to improve its financial health.

Therefore, pursuant to Article IV, Section 9(e) of the Illinois Constitution

of 1970, I hereby return House Bill 758, entitled " AN ACT concerning State

government. " , with the following specific recommendation for change:

on page 6, line 10, by replacing " upon " with " July 1, 2012. " ; and

on page 6, by deleting line 11.

With these changes, House Bill 758 will have my approval. I respectfully

request your concurrence.
