BioPort was restricted to whom they could sell to and for a limited amount of

their production.

They initially sold some to Canada for 2 to 4 times the price to the US

government.

If this means they could sell unrestricted to others and they have a limited

quantity available to sell, why would they protest the sale when they can

maybe able to sell what they have for about 3 times the price?

It would appear the obvious would be other countries no longer wish to buy it.
