Yes, my son had very bad gastric reflux when he was born, leading to an ulcerated oesophagus, blood in vomit, etc. After some months of failing to thrive and us protesting that there was a physical problem, while the " experts " were diagnosing poor parenting, he was finally examined properly and found to have a sliding hiatus hernia. That required a fundoplication operation to repair (way scarier than any bleph surgery), and he will bear the down-sides of that surgery all his life (small stomach capacity, inability to vomit, dumping syndrome, a spectacular scar, etc). However, this is an extreme case and probably quite rare. We did read somewhere that reflux was one of the things that occurs occasionally with BPES, but I don't have the reference to hand, unfortunately.
