Is it a costs/logistics factor or a policy decision? In Calcutta, we have come across a response from a targetted group that anything given free is not worth it. The condoms were ultimately not used. But this is a limited example. By and large, free distribution helps in furthering a goal, especially in the initial stage of a project, like you have mentioned. The WBSACS distributes free condoms but to limited projects. As regards shifting PLWAs to a TB sanitorium, this could be harmful, especially if the shifted patient is negative to TB tests.
