Gachara is wanted for obtaining nearly Sh30 million in fake salary claims. The picture of Gachara, who has eluded detectives since last year, and details of the cash offer will be circulated in newspapers next Monday. Meanwhile, anybody with relevant information should contact the anti- graft commission on (020) 2717468. Commission spokesman Kaplich Barsito said the offer was aimed at speeding up Gachara's arrest. " The case against her is of significant public interest and the earlier it is concluded, the better for the nation. The small enticement to the public is to hasten the case, " Barsito said. He said detectives had narrowed the search for Gachara, who is believed to be within Nairobi. She is said to have slipped out of her Runda house immediately word went out that she was wanted in court to answer several charges related to her leadership of the main Government anti-HIV/Aids organisation. The charges stem from a doctored letter she presented to the Aids council to obtain a monthly salary in excess of Sh2 million that was an alleged equivalent to her previous pay with JSI/Deliver FLPM Kenya Projects. Dr Steve Wilbur, her previous boss, is a co-accused in a case unearthed by the Efficiency Monitoring Unit that recommended that Gachara be surcharged and prosecuted for abuse of office. Gachara is further accused of manipulating the council's human resources manager, Ms Caroline Ausukuya, and finance manager Francis Thuku to misrepresent her salary in her letter of appointment as net instead of gross. Also sucked into the case is the chairman of the National Aids Control Council, Dr Mohammed Abdallah, who is accused of abuse of office by increasing the director's salary arbitrarily. When details of her massive perks came to light, a cross-section of the public led by MPs were understandably angry and demanded that she either accepts a pay cut or be sacked. They accused her of indulging in extravagance at the expense of HIV/Aids infected and affected people. But Office of the President minister Murungaru, under whose docket the council falls, defended her arguing the pay was pegged on her previous salary that later turned out to have been a forgery. Early this month, the Director of Public Prosecution Philip Murgor, while applying for a warrant of arrest against Gachara, told Chief Magistrate Aggrey Muchelule that his officers had been unable to trace her. A source at Murgor's office said Gachara, who claimed to be in the United States, called investigators two weeks ago and promised to make herself available within 10 days. " But now it is nearly three weeks and we have not heard anything from her again. The inevitable conclusion is that she was not sincere and she should be treated as such, " the source said. However, Barsito said Gachara had spoken to commission officers yesterday and said though she claimed to be still in the US, investigators were convinced she was holed up in Nairobi. If you understood the sociology of looting during the KANU era looters in any institution " ate " in coordinated and systematic fashion:as the Minister " ate " he ensured that the Assistant minister, Permanent Secretary also ate and conversely down and up the ladder.The same modus operandi in other set-ups like the parastatals .....the Director COULD NOT " eat " without the Chairman eating as well including the members of the Board or Council. In so doing they were able to protect each other effectively and even at times arrogantly. This was part of the culture of corruption during the Moi era that permeated every rubric of Kenya society. Do you want to tell this readership that Dr. Abudullah was that naive to approve a salary that nobody else in the history of Kenya wages has ever received (over $40,000 monthly including pecks)....This salary was higher than even former President Moi received, higher that even Gachara's former boss at Snow(?)received, higher than what most presidents of our donor countries who gave us money for Aids received. You want to tell us that Abdullah was just caught in a " crossfire " as you innocously put it? The rumour mill has had it for years now that Abdullah approved that obscene salary so that they could share...The reasoning was: " This is donors money, let's eat it " . This has been the abnoxious reasoning and attitude in handling Aids in the past.....The leadership at NACC encouraged this attitude and I can understand why Abdullah has been accused of abuse of office. Guest guest Posted February 20, 2004 Report Share Posted February 20, 2004 Ndugu Chifu, I forgot to add in my earlier posting that while I side with against you on this issue that I agree with you nonetheless that every individual is presumed inncocent until proven guilty.Hence, we can assume Abdullah is innocent in the same way we can legalistically presume the innocence of Kamlesh Patni in the Goldenberg scandal. This notwithstanding however, my argument is that given the facts about NACC as we know them, it would seem highly unlikely that so many crazy things could happen in an organization and yet the head of it was just an innocent observer. Could I be wrong that he just didn't know what was going on? Guest guest Posted February 20, 2004 Report Share Posted February 20, 2004 Hi , I could not have put that better myself. Gachara and Abdullah bear the blood of many on their hands. They have brought scandal and shame to an area already sensitive enough, and certainly desparate. It's unconscionable! And because of them, many of us will continue to face unnecessary hurdles when seeking funding. The government and the NACC are still scrambling to do damage control, but I am sure that we will continue to feel the ripple effects of this abuse for a long time to come. I know that Dr. Abdullah is a member of this forum but that does not warrant his defense. Though not a slayer, he is almost certainly guilty of murder and I, for one, am praying for Dr. Gachara's capture and looking forward to their trial.
