There are numerous outcome measurement tools that we should all be using in our practices, creating a potential data base of information that could be collated and utilized to demonstrate the wonderful effectiveness of Chiropractic. There are also a few good texts on the subject written by our very own. Check out the Chiroview website for more info. Charlotte The Arc of Illinois February 19, 2009 In my opinion, " choice " is one of the most commonly misused terms in the disability field. Merlin Lehman proposed a different way about thinking about " choice " and implications for the disability system. Merlin was a recent panelist at our Leadership Conference and offered his thoughts on choice, Medicaid Match and Lost Jobs at State Operated Developmental Centers (SODC). This is the first of three emails you will be getting in the next few days authored by Merlin. Tony auski The Arc of Illinois 815-464-1832 Issue - Choice of Service Type Some parents of SODC residents are arguing that it should be their " choice " for their child to live in a SODC. We understand that many of these parents and residents do not have a real choice, because the services their child needs to live successfully in the community are not currently available there. However, there is another dimension to this issue. It is clear from history and current law that it is the business of the legislature to define the parameters within which citizens may exercise choice. Consider the following examples: Last year the legislature decided that citizens may choose whether or not to smoke, but they may not choose to smoke in enclosed public places. We have a constitutional right to freedom of speech, but we may not choose to slander others nor yell " fire " in a crowded theater. You may run your own business, in which you are free to lose or gain money, but when you hire employees you may not choose to discriminate based on specified factors. " Choice " was the last effective argument of the southern states to retain slavery. It likely extended slavery an additional 15 years. We fought a great war to determine whether the federal government has the authority to limit the states' choice in this important matter. Illinois' favorite son, Abraham Lincoln, stood before the people with the emancipation proclamation in hand and clearly stated " No! Slavery is wrong! There will be no choice! " And, he made it stick. In our immediate circumstances, we should not back away from confronting the SODC parents' " choice " argument. Of course, the government is then obligated to provide a viable alternative for their children in the community, which at this time is not available to everyone who currently lives in a SODC. There is precedent for closing SODC. Ten state legislatures have taken the stand for their own citizens and clearly said " No! " to this choice and closed all their SODC.
