By law, no shipping of more that 1oz - 7% iodine allowed?

Hi ,I emailed the seller at ebay, asking about 'combined shipping' ...being that shipping is quoted as $4.49 per one ounce bottle and I wanted to order approx 30.The response I got is down below.This means that it would cost me $134.70 just for the shipping?!!!!Does this sound right to you? By law you cannot sell 7% iodine in volumes over 1 oz. If you purchase more than one they have to be seperate transactions. This is the only item that i dont offer combined shipping on. Thanks- nassauconnection
