vaccine mandates/disease outbreaks

hello everyone

I'm sure somebody must know the answer to this:

It is my understanding that vaccines are not mandated for school entry in

Europe, Japan or Australia as they are in the United States. If this is

indeed true, how do the pro vaxers explain away the fact that there are not

raging epidemics of vaccine preventable diseases in these countries? Is it

because the voluntary uptake rate is very high?
