Grants are always preferable over loans. The inefficiency in functioning of a few govt./non govt. bodies should not be taken as a benchmark for refusing GRANTS-FOR A CAUSE. The decision the accept/refuse a grant can be jointly taken. I very strongly feel that it should be taken further. I asked AUSAID how they gave grants -- one grant has gone to an obscure, fanatical Christian group that believes it is sin to donate blood and such conservative views that homosexuals will attract the anger of 'God'.
