Iodine may not make you feel better if the core issue is adrenals. You can take the iodine protocol, but i would do it slowly. Iodine will push the adrenals more.

Normal cortisol levels vary quite widely. Since you have shown issues on your diurnal pattern in a saliva cortisol test they should do a full workup on your adrenals: aldosterone, renin, sodium , potassium, and of importance, ACTH and a testing dose of ACTH.

Cortisol isn't the only thing coming out of the adrenals. The outer most layer of the adrenal gland puts out a mineralcorticoid called aldosterone, and aldosterone does have some some corticocoid action. It is possible you are not getting enough HC , need a different type or need aldosterone also. More severe cases of adrenal insufficiency need more help than a vitamin can give them. What is your calcium level? Is it high? Personally if it were me I would not take vit D if my CA was in the high or normal high range. Vit D has a principle role of CA absorption and will increase blood CA further.

Dr. Max Gerson has cured Cushings (over producing adrenals) with a certain protocol, (Juicing every hour being part of it.)This loads the body with nutrients, and this also greatly increases hydration. He also removes mercury fillings. There is a movie about it available on Netflix called "The Beautiful Truth." He clearly shows a tooth filled with mercury that is out gassing- and this tooth has been filled many years ago. His motto: toxic overload coupled with mineral /vitamin deficiency = disease. He has cured cancer, diabetes, TB, and other diseases with the protocol. His salt and protein restriction works for over producing adrenals but I don't think should they should be attempted for under producing adrenals as these can be mishandled by the body in adrenal fatigue.

Adrenals are extremely sensitive to toxins. They receive more blood to the tissues than any other organ. Chronic high toxin/bacterial load can cause bleeding into the tissues in and around the gland which can damage the adrenal. Adrenal dysfunction is occurring in epic proportions, just like thyroid. Both syndromes are often disregarded by mainstream medical.
