The process of ethical review work Investigators submit protocols to either NBC or a research ethics committee (REC) for review. Role of NBC in the review process is not clear. There does not appear to be information published about how to submit protocols to NBC, or about how to determine whether or not a protocol should be directed to NBC. Training has led to the establishment of 10 RECs in public sector hospitals; NBC is in the process of helping to develop many more. · Unpublished data from a 2004 World Health Organization-funded survey indicate that 24 of 68 medical institutions (35 percent) have RECs. All but one of the RECs reported that they do not provide training for members. In a 2006 paper published in the Eastern Mediterranean Health Journal, a Pakistani professor says that the country’s intense social stratification heightens the level of risk for participants in health-related studies. local capacity-building Research ethics in Pakistan is an emerging field seeking best ethical standards for research practices. There is an absence of mechanisms for monitoring ongoing research, particularly for assessing compliance with the recommendations of ethics review committees. There are few qualified individuals in research ethics in both the private and public sectors. There are multiple challenges associated with research ethics, many of them stemming from issues around development and democratization, which cannot be addressed by guidelines and regulatory processes alone.
