Ever since the West Nile virus suddenly emerged in New York in the summer of 1999, scientists have been riding an epidemiological learning curve, coming up to speed on a virus that has killed 1,131 people nationwide in its first decade here. The chilling news: There's no vaccine, and people who are severely affected - 1 in every 150 - develop a high fever, stupor, convulsions and coma. Four Long Island residents died last year of West Nile disease.
