By Spillius in Washington Last Updated: 8:19PM BST 26 Apr 2009 The emergency declaration was " standard operating procedure, " said Homeland Security Secretary Janet Napolitano as officials said there had been 20 confirmed cases of swine flu in five US states: eight in New York, seven California, two each in Kansas and Texas, and one in Ohio.
