Membership and quorum requirements for ethics committee (EC)

Dear members,

After revising all this international and national guidelines for membership and quorum requirement, question arises, Does anybody or institution follow this guideline while constituting ethics committee? How many ethics committees have ideal composition?

In one study involving 52 ethics committee members from various committees in Pune, It was found that representation of lawyers, ethicists and non-scientific members is low. and even with an appropriate EC constitution, the members had sub-optimal understanding of ethical issues and ethical principles. If this the situation, then what are the problems in constituting an ideal ethics committee?
