I kept my toddlers in strollers with the seat belts on when we went on walks to the zoo, mall or where ever. A small Umbrella stroller was my best friend. Adam was a climber and a runner. So if I went grocery shopping I had him sit down in large part of the shopping cart. I handed him a toy then put a big dog collar around his waist and threw the cart. I buckled in it the back.
