Email Preference

I've added a file for new members that describes the email preferences and gives instructions on how to change these preferences.

I've become aware how important this choice is, since it largely determines the experience of the group. It is also very important since this group is so active and has so many emails, many of which have special formatting (hyperlinks, colors, etc.)
