This article says that it's for the kids who grew up in India in this time period. The funny thing is, it's just as true for kids who grew up in the US (and other countries I'd imagine.)

I miss my childhood... for the sake of my own children, I miss the world that enabled children to have that sort of childhood.

This has been around the internet for a while. I have read it several times and this is the first time I have seen any reference to India with it,
