3. Massachusetts Movie Theaters to Become More Accessible

The Attorney General of Massachusetts has entered into settlement agreements

with three chains with theaters in Massachusetts- AMC, National Amusements

and Regal Cinemas. As a result of these agreements, additional auditoriums

will be made accessible via access technologies. You can read more about

4. New Movies Released on DVD and Blu-ray with DVS

The Bounty Hunter (starring Aniston and Gerard , rated PG-13

from Sony Pictures Home Entertainment) and Repo Men (starring Jude Law and

Forest Whitaker, rated R from Universal Pictures Home Video) are now out in

stores. Both movies have an options DVS track. Note: Repo Men has been

released on disc with both the rated, theatrical version (which has a DVS

option) and an unrated version (which does not). Both versions are sold on

5. U.S. Congress Passes Major Telecommunications Access Bill

(Summary provided by Mark Richert of the American Foundation for the Blind)

Late Thursday evening, August 5, the U.S. Senate passed the Twenty-first

Century Communications and Video Accessibility Act by unanimous consent. The

Senate version of the bill incorporates most of the key provisions of the

House-passed version and will now go back to the House for final approval

which could happen as early as next week. Once signed into law, the Act

will-

- Authorize the FCC to require up to an average of 63 hours of video

description per week from among the top 4 network channels and top 5 cable

channels nationwide.

- Allocate up to $10 million per year for equipment used by individuals who

are deaf-blind.

- Require televised emergency information to be accessible to people with

vision loss.

- Require advanced communications equipment and services, such as text

messaging and e-mail, to be accessible.

- Require accessibility of Internet browsers built-in to mobile telephone

devices such as smart phones.

- Require devices of any size to be capable of displaying closed captioning,

delivering available video description, and making emergency information

accessible.

- Require accessible user controls and electronic program guides for

televisions and cable/satellite set-top boxes, and easy menu access to

closed captioning and video description.

6. Background - Captions and Description for Digital Cinema, Captions for 3D

Films

The Media Access Group worked with film industry standards groups for over

the last several years to ensure captioning (open and closed) and

description are available to theaters and their patrons as the theaters

transition to digital projection of films. Several theaters that are

projecting digital film are also displaying Rear Window Captions, and more

are literally coming online each week. Rear Window Captioning also works

with 3D films. When a studio offers closed captioned digital cinema

packages for the films it releases, we will add this line to the listing in

our weekly update:
