Survey of

Youth Organizations in PEPFAR Countries

Advocates for Youth is conducting a survey of youth-run and

youth-serving organizations in countries that receive international HIV/AIDS

assistance from the U.S.

government through the President’s Emergency Plan for AIDS Relief

(PEPFAR). The purpose is to assist youth organizations who may have lost

resources due to abstinence-until-marriage prevention policies with potential

funding from non-U.S. government donors. Additionally, Advocates will share

this information with U.S.

policy-makers, young people, and the media to draw attention to the need for a

comprehensive HIV prevention approach that is integrated with sexual and

reproductive health for youth. Advocates will respect the anonymity of all

respondents if desired to protect those who may still receive U.S. government resources.

1. Have you ever received U.S. government funding either

directly or indirectly (as a sub-grantee)? If yes, how much, for what program

activities, and what was the duration of funding?

2. Have you lost funding or been told that your organization was

ineligible for funding for not implementing an abstinence-until-marriage

approach for youth? If yes, how much?

3. Have you had to change or restrict any of your program activities as

a result of PEPFAR funding?

4. Have you observed any changes in the way prevention programs for

youth are implemented as a result of PEPFAR? If yes, please describe these

changes.

5. Have you seen examples of misinformation about condoms being spread?

6. Have you observed a shortage of condoms specifically for young

people in your area? If yes, what do you think is causing the shortage?

7. Have you observed organizations with little or no experience in

HIV/AIDS prevention, treatment or care services receive PEPFAR funding? If yes,
