A recommendation letter to CCM

(Country Coordination Mechanism of The Global Fund) in China

7 provinces where the fifth round of global fund will be implemented

Global fund and CCM in China:

Dear Sir/Madam:

The fifth round of global program in China will begin from this July.

As local community members in the 7 provinces where the program will

be implemented, we want give our own voice in this process.

As the biggest financial instrument in the fight against HIV/AIDS in

the world, The Global Fund to Fight AIDS, Tuberculosis and Malaria

supports both central leadership as well as the participation of

NGOs/CBOs. In fact, it is also the Chinese government's principle to

fight against HIV/AIDS in China with the idea of " Led by the Central

Government, encouraging Public participation " .

The MSM population is one of the groups which suffers

disproportionately from the impact of HIV/AIDS all around the world.

Infection rates among the MSM community have increased a lot in China

in the past few years. The lack of accurate statistics about the

infection rates in communities in China (UNAIDS and WHO: AIDS epidemic

update，December 2005) make the situation even worse. Full community

participation will definitely improve the efficiency of the program.

As we know, the community groups in the 7 provinces mentioned are

already booming and contribute a lot to the fight against HIV/AIDS.

The local communities have expressed the willingness, the desire, and

the capability, to constructively cooperate and communicate with the

Global Fund and the CCM.

Herein we give our recommendations as follows:

1. Strengthen the participation of local communities. Continue to work

with the communities and listen to marginalized voices;

2. Provide more information to help local communities to participate

in the Global Fund programs and meetings. Implement studies on the

situation of local communities or encourage such related studies;

3. Encourage capacity building with the communities on issues related

to the process of the program, due to the developmental inequalities

of the communities' development;

4. Keep the procedure of program approval and financial management

open, transparent, and fair;

5. The destiny of a community should be decided by the community

themselves. Nobody can represent the community without agreement of

those people who are to be represented.
