I do not know how bad it is with your brother, I believe as long his hearing center in brain is intact, he might surprise you. The CI surgery do not go into brain as many people believe so there is no reason to worry about more damage to brain. My feeling, why cheat him out of hearing? I rather someone let me be implanted than to live in world of silence. I do know that once I was implanted and activated, it opened up the world for me, my self esteem " exploded " and much more. But as long as his cochlea is still present and his auditory nerves are okay, then cochlear implant will work. If auditory nerves are injured, then probably brain stem implant.
