I'd also involve the ADA, the Chamber of Commerce, and anyone else who can help. I do agree about buses and cabs and take them too, but at least here thingse pretty stable until next year when phoenix supposedly merges with my part of town the east part of the valley. Pam suggested that I (as well as other paratransit riders) write letters to the local newspaper to make people aware of the poor service we are receiving. If we don't receive any positive results from that, we plan to contact the local media. A letter writing campaign is an excellent idea and something I'm currently working on. With any luck, things will improve very soon -- even if only a little at a time!!
