If you believe a lot has changed since the last MFE, then yes, I believe you can request another to be done. They are usually done every three years, but can be done earlier in the case of a transition (say, from preschool to kindergarten), or you can request one if you feel a lot has changed since the last one. Just tell the school that's your reason -- a lot has changed.
