When you plug a filter into an outlet it goes to work on the high frequencies on that entire line. Your house has an A line an a B line. If you plug a filter into an outlet on the A line in your basement, the readings on the A line on the other floors of the building will be affected. You need to use enough filters to address what is on the entire line. At our house we have a dozen filters out on our front porch, which brings the levels in the house itself down considerably. That way I don't need to find spaces for so many in the house. In the case of a college student, who occupies just one room in a large building, the student should certainly get the kids in the neighboring rooms to install filters. Some people have educated their immediate neighbors regarding the filters, as when the neighbors filter their place that helps the other person. That spreads the cost around, too.
