New York State Office of Mental Health definition of informed consent (From their website): " Informed consent means the legally effective knowing agreement of a patient, or his or her personal representative, with sufficient capacity to agree and so situtated as to be able to exercise free power of choice without undue inducement or any element of force, fraud, deceit, duress or any other form of constraint or coercion. " If they want to gather and analyse all this data why must they do it through creating a personally identifiable database. Data can be gathered then analysed where the identity is known only in one direction, which would be more in keeping with the promise of confidentialty. OMH rejects this, as they reject informed consent about the database and the Baseline Assessment Form which is used to gather the data that tracks and profiles the unknowing individual. And we are talking about thousands of victims of " force,fraud,deceit, duress or any other form of constraint or coercion. " When you thought they had perfected every conceivable manner of institutional discrimination and human rights violations, they keep coming up with more. Data-driven- decision making. Aren't I glad that I've finally become a statistic, gathered without my consent or knowledge. Well at least I think that priests and lawyers still respect confidentiality.
