Records for the entire Monterey County school system are not available, but the county's immunization coordinator, Jana Donckers, believes the problem is widespread and not confined to Salinas. Donckers acknowledges that the state allows parents to exclude their children from immunization programs based on religious or medical grounds, but most unvaccinated children lack the shots because their parents do not have the money to cover the cost or are unaware of the requirements. Nurses in the Salinas Union school district say that while the school system tracked children that did not meet required vaccination figures and mailed notices to parents, the notification program was not centralized, and it was impossible to know how many children lacked vaccinations.
