What document are you referring to? I just wrote to top ranking Navy medical personnel in Washington D.C. on behalf of a client concerning problems with the regulations. A commander replied by phone and mail acknowledging the problems and agreeing to take steps to have the regulations modified in accordance with our concerns--I don't he would have done that that if there was no religious exemption in the first place.
