The child is eligible (simply by being under 19) but will have a spend-down due to parents' income but this spend-down can be met by using: last 6 months of health insurance premiums, last 6 months of paid medical bills, any unpaid medical bill.  2) Drug Companies - have their own drug plan. Most look at income & assets.  3) IL RX Buying Club State discount card program for anyone 65 y/o or who have a disability.
