The majority could still fund the action from their share of the dues, but must make it clear that it does not have full association approval and may not use association name or letterhead. The only time the association may act as one unit is when it is unified as one unit, i.e., the minority must accept the vote of the minority. A minority would require a minimum # of members, say enough to start a new association (like we have seen in the past). The advantage here is that all associations would be meeting together on a regular basis under the umbrella of one potentially unified group. Diversity and unity. There could be inaction of the group, but the subgroups could fund individual activities and form their own budgets. Individual members could funnel dues out of unintended functions (like executive directors, lobbyists, or whatever). Yes this would hamstring the executive board at times, but in the long run the membership would have a high degree of satisfaction. Good old members who let their dollars follow their leadership, as in the present, could remain just as they are. Free riders would pay dues and select services they would prefer to fund or keep their funds in contingency for a rainy day .
