Taurine is rich in dairy products so taking it at the same time should not pose a problem. As for taking it with or without food, no real opinion there as I don't think it makes a difference. Increased electrolyte intake aids in taurines utilization (and I don't mean gatorade or those sugar laden drinks). Kitkoski, may God rest his soul, taught me a lot about electrolytes and then I had to apply it to my epileptic daughters electrolytes.
