In Texas and some other states the Beckett waiver have an

extensive waiting list. In Texas the waiver program in called MDPC

(Medically Dependant Children Program) Texas is just now enrolling

some children placed on the waiting list in the year 2000....this is

an incredable wait for those who do not have and can not get medical

coverage for their children. The Beckett waiver is a program

that does not take into account a parents income it only looks at

the childs income to determin eligability. So as long as your

disabled child does not have any assets over $2,000-$3,000 depending

on the state, then they will qualify for this program and recieve

all the benefits of this program the main thing being medicaid

Anyhow here is the resolution I am hoping to have passed at my

precinct convention and then take on to my county convention and

then to state...I will also be forwarding copies to all my

congressmen(state and US) and Senators(state and US) if you would

like you may also send this along to your congressmen feel free to

change the name of the state and the program and also the number of

children enrolled(or jsut take out that " WHEREAS " if you can not

find the number enrolled (I called the office I first called to get

Cayden on the waiting list and they told me the total number of

children on the list, and she also said they add children daily)

PLEASE forward it to your congressmen

Resolution on Medically Dependant Children Program (MDCP)

WHEREAS, All children are precious, including our medically

dependent, disabled children; and

WHEREAS, medical coverage for medically dependent, disabled

children is of the utmost importance and often times life saving;

and

WHEREAS, Texas has a Medically Dependant Children Program (MDCP)

also know as a Beckett waiver, which provides disabled

children with medical services; and

WHEREAS, there is an extensive waiting list of over 6 years before

becoming eligible for MDCP; and

WHEREAS, there are currently over 9,700 children waiting for

services provided by MDCP and children are added to this list daily;

and

WHEREAS, MDCP is currently enrolling children who where placed on

the waiting list in the year 2000; and

WHEREAS, children of Texas are unjustly discriminated against by

being forced onto a immense waiting list despite qualification for

the MDCP waiver; and

WHEREAS, not having medical coverage for a medically dependant,

disabled child can and often is life threatening;

THEREFORE BE IT RESOLVED, No disabled child shall have to

wait for medical care in the state of Texas; and

BE IT FURTHER RESOLVED, Texas must dissolve all waiting lists

and immediately open up enrollment in waiver programs and place

disabled children in the medical waiver programs upon request and

determination of a disability.

BE IT FURTHER RESOLVED, COngress is urged to amend title XIX of the

Social Security Act to provide disabled children with immediate

enrollment in MDCP, the Beckett Waiver Program.

been waiting on the waiting list for X number of years and you are

unable to qualify for other sevices because you are a hard working

contributing member of society thus you make to much money for your

child to qualify for SSI/ Medicaid....or what ever your story may

be....PLEASE FEEL FREE to send your letters to me @

castletowery@... I will add them when I send this to various

congressmen and senators.
