The funny part is that, according to the more detailed report that I got from a friend who is a recognized authority on NDN matters (he was even invited to DC for the opening of the Native American Museum of the sonian), this deal wasn't even an undercover operation...the Feds walked into a ceremony and proceeded to confiscate the feathers from any dancer that could not immediately produce a card certifying him or her as an NDN from a recognized tribe (which you might imagine...and when several of the registered NDNs went to the feds to recover their legal possessions, they were blown off, and the agent refused to return the goods. ck S. Part of the problem is the difficulty of telling shed feathers from plucked feathers (and more importantly, what caused the death of the bird they were plucked from) once the feathers are incorporated into the intricate beaded regalia... Looking at the close ups, these are not tourist class 'war bonnets', but full blown regalia...roughly equivalent to a Bishop's full Mitre and Crossier rig for Easter! And as far as no tribes being Federally recognized in the Valley, I suspect that dates back to the days of the first registration, when the Tex-Mex boarder was much more porous, and NDN/mixed blood folks went back and forth with pretty much impunity....and no one bothered with registering what they considered transient peoples. ck ck S.
