I know that I'm reaching here, but I've been thinking about it for a while

and it's bugging me. There are lawyers on this list, so maybe they can find

the answer for me. Regarding Joe Barton holding the bill- where in any laws

in our country, is it legal for a representative to hold a bill like that,

especially when it has the required cosponsor number? What specific statute

says that's okay? I mean, certainly they can't just do it just because.

There has to be something that says they can or can't keep it from being

voted on. Could we all get together and sue him or something? I know that

when it comes to local government and you have someone incompetent or has a

misconduct problem, you can get them out of office that way. The definition

of incompetent in Texas law includes gross ignorance of official duties and

gross carelessness in the discharge of those duties. I definitely think

official duties would include releasing bills that have reached the required

amount of cosponsors. So does anyone know if there is anything like this

regarding House Reps?
