As to liability, if the patient or parents are exercising a legal right, I don't see how the clinic can be at risk of liability. It's only those unvaccinated children whose parents are neither vaccinating nor exercising an exemption who, being not in compliance with the law, pose a theoretical liability risk for physicians.
