Fax: 580-581-3515 Dear Mr. Mayor, On Sunday February 26, 2006, you presented our Family with a symbolic check for ten thousand dollars. The check was from a Federal grant by HUD that the City of Lawton managed. The home was built by Habitat for Humanity. Shortly after you made the official presentation we started having construction problems with our home. We immediately told Habitat of the issues but most of the issues were not dealt with or were not correctly properly. In June of 2006, four months after you gave us the check for the brand new home, water leaked through the roof and saturated our HVAC and water heater. The pilot light on the gas hot water heater went out so we had no hot water to bathe in. I notified Habitat and the City and sent them photos of the damage and a few days later Habitat sent a few people to put gunk around a vent pipe. They returned a few days later and ran a water hose to check if the leak had been repaired. After five seconds we had water leaking again. The problem has still, as of this date, not been fixed. On Tuesday, March 27, 2007, we had water leaking through our kitchen ceiling onto the floor. I contacted Habitat again. They said they could not find the source of the roof leak. On Thursday, March 29, 2007, we had even more water leaking again and pouring into the kitchen and the leaks also put out our pilot on the hot water heater again. It took Habitat 24 hours to get somebody to come back and restart the water heater. This meant we could not bathe again. It is most difficult for our Adult Disabled Son because he wears diapers. If not bathed he can get infections and have to be hospitalized. By chance, our Son's Doctors came for their annual home visit on March 30, 2006 and saw that we had no hot water for bathing him. Throughout our ordeal of the leaks that began in June 2006 we have also asked the Lawton City Inspections Department for help. While they did send a building inspector nothing more was done. The Inspector that was sent told us that he helped Habitat install the tile floors in our home. He also said that he was told that when the foundation was poured no inspection of the plumbing in the foundation was done. Habitat had poured the concrete before the inspection took place. I reviewed the City Inspection report and it shows that the City Inspector came at 10 AM and rejected it immediately. The City Record also shows that the Habitat Contractor called for another City Inspection one minute after the original inspection rejection. For several months I have requested an answer as to why the rejection was issued and how a minute later it could be ready for another inspection. Nobody from the City has ever answered this basic question. Also, I have requested many records from the City under the Freedom of Information. I was looking for the reports the City was required, under Federal Law, to provide to HUD as Lawton is responsible for oversight of how the HUD Grants are used. These reports have been denied to me. What was most alarming to hear from an official of your inspection department was to be asked what did we expect because our home was built by Habitat. I reminded the inspection official that I expect the Law and Codes to be enforced during the construction of every home and business in Lawton no matter who builds it. Receiving no help from the City and the ongoing failures of Habitat to make complete and quality repairs to our home, we were forced to file a formal complaint with HUD and other Federal Agencies. Our complaints were accepted. As time went on from my initial complaint filing, I added more issues to the complaints that involved Habitat and the City with the Government Agencies. As an example, I became aware of issues that might be considered of a Predatory nature by Habitat and possibly by one City official. It also appeared that this City official was helping Habitat to prepare their responses to HUD and to deflect issues of discrimination and the misuse of Federal Funds. We also were forced to file Federal Criminal complaints due to issues of possible identity theft and people trying to get unauthorized and illegal access to my Military and VA financial and medical records at FT Sill. It seems that all of these efforts were part of a plan to slander and smear my Family. I can tell you that the Department of Justice has told us that these identity and access issues are of a Federal Criminal nature and a formal investigation is under way. The Government has asked, and I have agreed, to testify should a Federal Criminal trial be necessary on these issues of identity theft and illegal access of my Government records. Since June of 2006, I have sent you and several other elected City Officials and City employees copies of many of my communications with Habitat. The Federal Government is also aware that I have been providing the City with this information. The fact that the City has done nothing is most alarming. At this time I would like to meet with you to discuss these issues. Perhaps it would be a good idea for you to come to our home for this meeting so that you can see, first hand, how poorly we have been treated by Habitat and by City officials. Perhaps you could come over on Wednesday. April 3, 2007, evening around 6:30 PM. Please let me know of your decision. I feel it would be best for you to see, first hand, the issues rather than having a meeting in your office. If you have another suggestion for our meeting I am willing to listen. I am, again, sending you a copy of the State Licensed Architects report that I sent to you last week. It clearly shows the Code violations that were allowed and continue to this date. Thank you.
