My theory is that a dog with proprioceptive deficits, even if mild, can get thrown off by the buoyancy of the water. I use vetwrap to hold the tarsus and toes in dorsidlexion. Make a figure 8 around the calcaneus and the 3-4th toes. Make sure you go around the limb once just proximal to the tarsus so it doesn't slip. Give that a try.
