Family Support Network Members and Friends. . .. Yesterday, as predicted, Governor Quinn started the process of announcing how he will allocate the “lump sum†budget that was “footballed*†to him by the Illinois General Assembly. *a point or problem that is used as an excuse for argument by opposing groups, without any real attempt at finding a solution What We Know So Far · The budget for the Division of Developmental Disabilities was cut by $94 million. ALL these cuts were for community services. · All cuts were taken from non-Medicaid funded grant programs. Examples of programs that eliminated include: local grant funded family support programs, supported living grants, diagnostic and evaluation programs, and the Family Clinic at University of Illinois at Chicago. · A 2.5% cut is still seriously under discussion for Medicaid funded services. Examples of these include Community Integrated Living Arrangements… which most of you know as CILA group homes, both the Children and Adult Home Based Support Services Programs, and programs such as Developmental Training. · The Family Assistance Program continues in FY11 for now with the caveat of being converted to the Childrens Home Based Support Services Program. · Grant funded Respite programs will continue to be funded for six months. The Division is conducting a review and will decide if these grants are the most efficient and effective way of providing respite. · All contracts that have been received by agencies so far are ESTIMATES and could be increased or decreased. · The Division is not sure how much longer payment delays are going to be in FY11. · Illinois Voices, the self-advocacy project has not been funded. · Grant funded dental programs will continue. · Over 20,000 people continue to wait for services. lifemyway Legislative Forum – It Played in Peoria… The first of six lifemyway Legislative Forums happened in Peoria last Saturday. At least 200 advocates showed up on a beautiful Saturday morning to hear how our legislators will or won’t support people with disabilities in the Tri County area. Hosted by individual advocates and at least 10 advocacy organizations, it was a fabulous success.
