A Question regarding HIPAA (cont)

I read the actual HIPAA regulations; one of the exceptions to release

of medical records to the patient on request is " psychotherapy notes " .

Given what an absolute sleaze this guy acted toward me, could this

potentially prove a problem? How about the provision for " Information

compiled in reasonable anticipation of, or for use in, a civil,

criminal, or administrative action or proceeding " ?

It seems to offer a number of ways these folks could slither out of

granting my request for copies of those records
